I think they are only used for surveillence these days because of their stealth. That, and to wish you a good year.
Yeah, they would be good for spying on people, because they look so innocent. People look at them and say, "hey cool, look at the blimp!", when really, they could be up to no good. Just a thought. I am not really this paranoid.
